Jewels in watch movements are used to reduce wear at friction points. The higher the number of jewels, in-general and to a point, the better the quality of the watch. 17 jewels is considered "fully jeweled," but 23 is what I typically see as the largest number among "regular" watches. The super-high end ones are a different breed.
This one has "six adjustments", which I believe means that it runs accurately in any orientation, which makes sense for a 23-jewel watch.
Got it from my father. I don't know where he got it. There's no story behind it.
